The community profile establishes the baseline of conditions and trends. It identifies community issues and attitudes, inventories resources (facilities, businesses, transportation capabilities, etc), and defines social and economic characteristics (demographics, growth trends, labor force, housing, etc).
The nationally recognized Comprehensive Preparedness Guide 101 is used as a framework for the plan and annexes. The process is initiated using a hybrid military planning process. This process walks the organization step by step through plans development.

Plans are most effective when the organization performs formal training and exercises. CAS offers a holistic approach taking an organization from the plans development through training and exercise.
Student facilitators are instructed on the techniques of Adult Learning. This method focuses on using learner experiential training to reach learning objectives. Students of "train-the-trainer" are ushered through the skills, knowledge and attributes of ALM, culminating with demonstration of those skills. The 24 hour curriculum follows terminal and enabling learning objectives followed by academia.
The development of formal training using the Analyze, Design, Develop, Implement and Evaluate (ADDIE) process, and following the Enterprise Accreditation Standards for execution. Informal seminars and workshops can be developed and delivered to inform the organization on the plan.
Exercises are used to validate the effectiveness of a plan. They can be scaled to the needs of the organization. Specific teams can participate in a focused exercise, or a comprehensive exercise can be done for the enterprise. At the completion of the execution, a written After Action Review provides leaders with and overall assessment of the plan and suggested corrective actions and edits.
A deliberate planning process can support other critical thinking documentation that supports the public and private sector. CAS uses decades of experience to adapt that process to other written products.
Public and Private entities work within an operational environment (OE) that influences their operations positively and negatively. Understanding the OE gives an organization an advantage by predicting threats to mitigate and identifying opportunities to seize to stay ahead of their competitors. CAS reviews professional studies, periodicals, and other official publications for relative factors within the present environment and the future environment.
The collection, compilation, assessment, and presentation of data and statistics from previous disasters or events serve as a catalyst for future improvements. Professionals study previous events and compile essential elements that establish a framework for planners to adjust plans. CAS uses problem solving and expert information collection techniques to assemble pertinent details for our customers.
